First ever public appearance of Kaos GL, 2001
Kaos GL Association contacted Gülhane Military Medical Academy (GATA) and Ankara District Police Counter-Terror Department right after the document entered into circulation.
After receiving the Counter-Terror Department response that is “such information had not yet been reached them”, Association obtained an unofficial verification of GATA Ankara by phone that the document was an “internal correspondence” although it is not confirmed officially by General Staff.
Kaos GL Association also made written applications to Governorship of Ankara, Provincial Police Department, Prime Ministry and General Staff of Turkish Armed Forces after the GATA document which labeled as “urgent” with a subject of “action warning” entered into circulation in social media.
Lawyers of the Association Hayriye Kara and Oya Aydın who gave information to kaosGL.org stated that written explanation to their application has not yet been received from the General Staff or the Prime Ministry.
Governorship didn’t know, District Police doesn’t have the capacity for providing protection
The internal correspondence document of General Staff Gülhane Military Medical Academy dated 29 March 2016 and labeled as urgent with a subject of action warning, entered into circulation in social media on April 1.
According to the document, Kaos GL Association is among the probable locations and foundations of target in Ankara and Istanbul for “DEAŞ terrorist organization” as it is named by GATA.
Association lawyers who gave information to kaosGL.org stated that they applied primarily to Governorship of Ankara and requested urgent protection.
From Governorship to Provincial Police, and to District Police from there
Lawyers of Kaos GL Association explained the interview in Governorship of Ankara;
“Governorship only remitted the petition and said that they will send it to the related department in Provincial Police Department of Ankara. We requested them to pursue it themselves concerning the urgency of the situation. However, the governorship did not send an order for an investigation to verify the context of the document or to provide protection or to investigate the seriousness of the situation. Governorship only approved that they received such information, stamped it and gave it a date. We can understand that they passed the responsibility to Ankara Provincial Police.”
Lawyers of the Association pointed out that despite the persistent security and protection requests, responsibility decision has been passed from Governorship to Provincial Police and to District Police from there
After the “Çankaya District Police is in charge” approach of the Provincial Police Department, the reaction of lawyers was “What happens if the District Police could not provide such protection?” Provincial Police response to that was “then they will write back to Province again”
Çankaya District Police: We don’t have the capacity
As Provincial Police sent the petition to the District Police of Çankaya, we also went to the District Police Department, lawyers said.
Çankaya District Police, which is understood that has no information about the document, told “we can increase the patrol in that area and check the place regularly with officers but we don’t have the capacity to place a team there”
Kaos Cultural Center is temporarily closed
Association lawyers are awaiting a response to their written application that questions “If such document exists or not, if it exists what will be the precautions; if not, will there be an investigation for the ones who put this document into circulation ? “
In the intelligence document concerned, the Association being counted among “possible target” locations “caused unease among staff, Association members, and volunteers“, said the lawyers.
Association declared that until the necessary precautions are taken and the information is received on the outcome of the document, Kaos GL Cultural Center will be kept closed, works and activities will continue.
